Turns out the iPhone I got which, according to the serial number, should have had the old 1.1.1 firmware didn't. It came with 1.1.2 out of the box which, as numerous pages on the interwebs declared, is unlockable.
*sigh*
So I'm out $40. Unless someone out there wants to buy an iPhone and not have to pay sales tax.
